First get everyone to accept that they can go into or on a book bag, then when several are lost or stolen and the chips removed, the government will say, "well, that couldn't happen if we inject it into the student, rather than the book bag." For the sake of the safety of the children, we MUST put them in everyone. It's for their own good, and will be a matter if national security.
